Add loong64 (LoongArch) architecture support to the build system and CI:
- Makefile.linux: add loong64 to architectures that don't use -buildmode=pie
(consistent with other non-amd64 architectures like mips, ppc64)
- ci.yml: add linux/loong64 to crossbuild matrix with CGO_ENABLED=0
- RELEASES.md: add linux/loong64 as Tier 3 (Build-verified) platform
The linux/loong64 release build and nightly build entries are intentionally
excluded — the cross-compilation toolchain is not yet available in Ubuntu 22.04
apt repositories (no crossbuild-essential-loong64 package). The crossbuild CI
check uses CGO_ENABLED=0. Nightly and release builds will be re-enabled once
the upstream tonistiigi/xx base image provides the loong64 cross-compilation
toolchain.
Go has supported GOARCH=loong64 as a first-class port since Go 1.21.
The seccomp default profile already includes loong64 support (contrib/seccomp).

Introduce a platform support policy for containerd to make support
commitments explicit. Platforms are organized into three tiers:
- Tier 1: Supported (built, tested in CI, gates merges)
- Tier 2: Released, best-effort (built, published, no CI testing)
- Tier 3: Build-verified (compiled in CI, not published)
This policy defines the requirements for each tier, outlines the
process for requesting changes, and describes the demotion policy.

Document the new server plugin configuration blocks for GRPC, TTRPC,
debug, and metrics. Mark the legacy top-level sections as deprecated.
Note that in version 4, the TTRPC plugin is configured independently
from GRPC and uses its own defaults when its plugin block is omitted.

Deprecate the enable_cdi config option for CRI. Change it to a
pointer so we can differentiate between an unset value and one
that is set explicitly to false. Treat an omitted setting (nil
value) as enabled. Mark it deprecated in RELEASES.md. Add a
deprecation warning for it. Log that warning if we start up
with enable_cdi explicitly set to false.

Extend the LTS support window for the 1.7 release branch to September
2026. The footnote asterisk is escaped to ensure correct rendering on
the hugo site.
This change reflects the decision made during the community meeting,
where @chrishenzie and @samuelkarp volunteered to provide extended
support beyond the standard two-year LTS period. The existing support
from @containerd/committers remains in place until March 2026.

Schema 1 (`application/vnd.docker.distribution.manifest.v1+prettyjws`) has been
officially deprecated since containerd v1.7 (PR 6884), and disabled since v2.0 (PR 9765).
Users who have been seeing warnings like `conversion from schema 1 images is deprecated`
now have to rebuild the image with Schema 2 or OCI.
Schema 2 was introduced in Docker 1.10 (Feb 2016), so most users should have been already
using Schema 2 or OCI.

To make it as DEPRECATED, this PR does the following:
1. Changes config default to use `NetworkPluginBinDirs`;
2. Mark `NetworkPluginBinDir` as deprecated (in config version 3);
3. Add config migration from 2 to 3, which migrates `bin_dir`
in version 2 to `bin_dirs` in version 3.

`disable_cgroup` was implemenetd in containerd/cri PR 970 (Nov 2018)
for supporting very early version of Usernetes on cgroup v1 hosts,
when most distros were still not ready to support cgroup v2.
This configuration is no longer needed, as cgroup v2 delegation is
now supported on almost all distros.
