Improve install scripts

* Only use bash where needed (scripts with pipes that use -o pipefail)
* Make string comparisons POSIX compatible
* Handle whitespace(s) in GOPATH
* Remove superfluous quotes in variable assignments

Pin to libseccomp 2.3.3
...
lib seccomp 2.4 has huge performance regressions.
This change pins to 2.3.3 where that is not an issue
