CrazyMax 9cc194f9d2 resolver: jitter exponential retry delays ...

Spread concurrent retries, including the first retry, by waiting between
half and all of each exponential delay. Keep the unjittered backoff as
the stopping condition so the attempt limit remains unchanged.
