Jiří Moravčík e9b8ad2940 lint: enable usetesting linter ...

Enable the usetesting linter with context-background and context-todo
checks, and update tests to use t.Context() and t.TempDir() instead of
context.Background(), context.TODO(), and os.MkdirTemp().
