California passed AB 1856 on Aug 27, 2026, adding Civ. Code § 1798.500(g)(2): "operating system provider" excludes anyone distributing under license terms permitting a recipient to copy, redistribute, and modify. Not signed — Newsom has until Sep 30, 2026. index.html: - victory banner with an age-gated confetti celebration. Presents the four real statutory brackets plus "I decline to state." Every path emits confetti; there is no path that does not. Vanilla canvas, no CDN, honors prefers-reduced-motion, live countdown to the signing deadline. - Legal Standing struck through and annotated rather than deleted. The carve-out touches subdivision (g) only, so the "covered application store" claim under (e) and the "user is a child" claim under (i) both survive intact; the "application" claim is narrowed by the new (c)(2). - new Ledger section: what the exemption does not cover. map.html: - Illinois moves from Active Bills to Enacted. HB 5511 signed Jul 31, 2026 (Public Act 104-0664, eff. Jan 1 2028) carries the same OS-level age signal architecture with no open-source exemption of any kind. - new "Passed — Awaiting Signature" group for AB 1856. - SCOTUS denied both Texas emergency applications Jul 6, 2026 — no dissents, no merits ruling. KIDS Act passed the House 267-117 Jun 29, now in Senate Commerce. Utah SB 73 standstill expires Sep 3. - correct the Colorado copyleft analysis. The "without restriction from the provider or developer" clause is an anti-tivoization test, not an anti-copyleft one; GPL clears it. Badge: EXEMPT. citations.html: primary sources for AB 1856 and Illinois PA 104-0664. distros.html: status refreshed to August 2026. rss.xml: three items. Three corrections to press coverage, stated on-site: the statute names no licenses (GPL/MIT/BSD/Apache appear nowhere in it); the repository and container language belongs to Colorado's SB 26-051, not California's; and the browser/website expansion was stripped in July, which is why EFF withdrew its opposition.
