fax.html: seven-step wizard — address entry, legislator pick, persona
(parent/developer/student/privacy), educational walkthrough, customizable
compose with live PDF-style preview, verify, send. Expects serverless
endpoints /api/fax/lookup, /api/fax/send, /api/fax/status. Fails clean and
points to ffwf.net/contact when endpoints are absent. No mock data. OG
meta tags, share buttons, mobile responsive.
fax-transparency.html: the shame wall. 10/538 federal members with DC fax,
target-state coverage tables, 120/120 California algorithmic coverage.
Nav link added to every page. RSS entry for launch.
EFF's eff.org/Age hub added as featured citation in Privacy & Surveillance
with links to terminology guide, tech analysis, and harm documentation.
New "Who Is Harmed" citation card with hard exclusion numbers (15M without
licenses, 43% trans without correct ID, 100M with facial differences).
Two new Further Reading entries for the hub and "Does the Tech Even Work."

Remove rewrite-detection heuristic — line count thresholds can't
distinguish content updates from formatting changes. The pre-commit
hook now only fires on new HTML files. Substantive content updates
use `generate-rss.py update <file> <desc>` invoked manually during
the commit workflow. Backfill RSS entries for distros and map updates.

Add Arch Linux 32 (excluding CA + BR), update MidnightBSD to reflect
Brazil exclusion, add IL/NY/Brazil to state law map, expand timeline
