Andreas Rheinhardt 5a3c80b37e fate/acodec: Fix test requirements ...

This automatically fixes the requirements of the fate-seek-acodec*
tests (e.g. 16 of the 27 such tests are now automatically disabled
if the aresample filter is disabled).
