Vito Gamberini f69754ad63 SYCL: Initial language implementation

Add experimental support for SYCL under an experimental gate. The
IntelLLVM and Adaptivecpp compilers are recognized, as well as upstream
Clang with libsycl support.

Fixes: #27219, #27905
