Tyler Yankee 1ab6d3c484 FASTBuild: Fix custom command dependencies on target artifacts 
`GetDepends` passed the same string as the input and output of
`GetRealDependency`, which corrupted relative file dependencies.

Additionally, a custom command depending on the artifact of a target
defined later declared that file as an input before the target defined
it, which FASTBuild rejects. Depend on the target producing the
artifact so that it is defined first.
