Vito Gamberini f69754ad63 SYCL: Initial language implementation
Add experimental support for SYCL under an experimental gate. The
IntelLLVM and Adaptivecpp compilers are recognized, as well as upstream

Florent Castelli 726e6454b5 Ninja,Makefile: Do not convert separators in the install-name directory
The Ninja and Makefile generators passed the install-name directory of a
shared library (`@rpath/` by default, or `INSTALL_NAME_DIR`) through
`ConvertToOutputFormat(SHELL)`. That converts directory separators for
the host shell, so a Windows host cross-compiling for macOS wrote
`-install_name @rpath\libfoo.dylib`. The install name is not a host
path: it is embedded in the Mach-O load command and read by dyld on the
target, where a backslash never matches anything.

Escape the value for the shell without converting separators, in both
generators. Add a test to each that fakes an install-name platform and
checks the generated build files keep the forward slashes.

Tyler Yankee 721eb8a5a2 cmCommonTargetGenerator: Improve launcher shell conversion
Encapsulate the shell escaping logic in `cmCommonTargetGenerator` and
represent launchers via a vector of strings (as is done with custom
commands, execute process commands, etc.) to make them easier to work
with.

This facilitates work in a future commit which will reuse this pathway.

Simon Maertens 6dc46638f4 NAG Fortran: Fix response file flag for creating archives
Since commit 10d6c3a635 (NAG: Pass response files through front-end to
the linker, 2018-08-01, v3.13.0-rc1~244^2) we use `-Wl,@` instead of `@`
in order to pass the response file through the `nagfor` compiler driver
to the linker. However, this is not needed for the archiver. Create
a separate rule variable so we can use different response file flags
for archiving and linking.

Tyler YankeeandBrad King 98f9874703 cmake: Add per-language link flags for all target types
Previously, `CMAKE_<LANG>_LINK_FLAGS` was an undocumented variable used
for linking executables only. Re-spell that variable mirroring the
existing spellings for shared and module libraries, and add policy
CMP0210 to preserve compatibility.

Then, repurpose `CMAKE_<LANG>_LINK_FLAGS` to provide a variable to be
used for per-language link flags for all target types, along with a
per-configuration variant. These are added to the `<LINK_FLAGS>` rule
placeholder in the generators.

Brad King 951e4d3f62 Ninja,Makefile: Move builtin linker flags to <LINK_FLAGS> placeholder
Previously we used separate placeholders for builtin linker flags:

* CMAKE_<LANG>_LINK_FLAGS for EXECUTABLEs
* CMAKE_SHARED_LIBRARY_CREATE_<LANG>_FLAGS for SHARED libraries
* CMAKE_SHARED_MODULE_CREATE_<LANG>_FLAGS for MODULE libraries

These correspond to variables set by our compiler information modules.
Teach the generators to look up these variables and add them to the
existing `<LINK_FLAGS>` placeholder instead. Substitute the empty
string for the old placeholders.

Brad King 8b710d8264 Linker: Generate per-language module -DEF: flags on Windows
With IntelLLVM on Windows, we link using the compiler driver.
With MSVC on Windows, we invoke the linker directly. If we
use both in a single build tree, for separate languages,
the value of `CMAKE_LINK_DEF_FILE_FLAG` conflicts. Add a
per-language `CMAKE_<LANG>_LINK_DEF_FILE_FLAG` variable to
avoid the conflict. Preserve the language-agnostic variable
for compatibility with projects that reference it.

Marc Chevrier 96a953b1ed Add options to specify linker tool
Offer the capability, through variable `CMAKE_LINKER_TYPE`, as well as
the target property `LINKER_TYPE` to specify which linker must be used.

The implementation of this capability is specified by variables specific
to the language and linker type: `CMAKE_<LANG>_USING_LINKER_<TYPE>`.
Some definitions are provided as part of `CMake`.

For example, to select the `LLVM` linker rather than the standard one,
the type `LLD` should be specified through the variable `CMAKE_LINKER_TYPE`.
And, on `Apple`, `Linux` and some environments on `Windows`, the variable
`CMAKE_<LANG>_USING_LINKER_LLD` has value `-fuse-ld=lld`. And for `Windows`
environments based on `MSVC`, where the linker is used directly, the tool
`lld-link.exe` will be used rather than `link.exe`.
