FindDCMTK: Drop explicit hyperlink to a specific DCMTK commit

`git.dcmtk.org` now enforces a browser challenge so Sphinx `linkcheck`
fails.  Rather than adding a suppression, a version number is sufficient
on its own without a hyperlink.
