tazlin 77b6a9d752 feat(kudos): retention tick, metrics, operator commands and the privacy disclosure

- The quorum node runs kudos_retention_tick every 60 seconds on its own advisory lock, so a slow export does not delay the applier
- The tick records step outcomes, dump failures, blocked units by reason, partition coverage, held partitions, the oldest eligible age and the archive tier and budget bytes; rare outcome series get a zero add each tick so alerts have a series before the first event
- Blocked and failed dump ticks log a warning line with a stable prefix for log-based alerts
- The compatibility prune_kudos_ledger thread function is removed
- tools/kudos_ledger_admin.py gains retention status, step, unblock and reattach commands, a daily statement report and archive restore into a scratch table
- The privacy policy discloses the accounting retention windows and, with an archive configured, the archive provider; the windows come from AccountingRetentionDisclosure so the document follows the applied policy
- The transfer idempotency header documents that a key is honored for the online retention window
