tazlin e64f009f35 chore: bump GitHub Actions versions in CI workflows ...

- Update actions/checkout to v7 and actions/setup-python to v7 across workflows and the setup-test-python composite action.
- Pin astral-sh/setup-uv to the v10.3.3 commit SHA in the composite action and docs workflow, replacing the v5 and v10 tags.
-This aligns action versions with those already used in docs.yml.
